on February 28 through March 2, March 6 and 7,1973, of. the activities authorized by AEC License No. DPR-16 and to the discussions of our findings held by Dr. Gallina with Msesrs. Ross, Crinsnins and Trikouras of your staff at your Parsippany offices on March 6,1973, and Messrs.

1 Areas examined during this inspection included: operational environ-mental monitoring program, environmental monitoring equipmen,t and a l
review of fish kills which have occurred at the Oyster Creek facility.
l' Within these areas, the inspection consisted of a selective er.amina-tion of procedures and representative records, interv1ews with plant personnel, representatives of state and federal marine laboratories f
and marina owners, and observations by our inspector.
During this inspection, it was found that certain of your activities appeared to be in violation of AEC requirements. The items and ref-erences to the pertinent requirements are listed in the enclosure to this letter. This letter constitutes a notice sent to you pursuant i

to the provisions of Section 2.201 of the AEC's " Rules of Practice "
Part 2. Title 10 Code of Federal Regulations. Section 2.201 requires you to semit to this office within 20 days of your receipt of this notics, a written statement of explanation in reply, including:
(1) corrective steps which have been or will be taken by you, and the re-l suits achieved; (2) corrective steps which will be taken to avoid fur-ther vielstions; and (3) the date when full compliance will be achieved, e
During the course of our inspection, it was also noted that the Water 4
Quality Monitoring Program was not being conducted as described in Sec-tion 5.5.2.3 of the Envira=-tal Report for the Oyster Creek Nuclear l
Generating Station in that samples were not being taken when designated and when taken, not analysed for the water quality parameters listed.
