Carlson, Chief Reactor Operations Branch, Region-I SPECIAL INSPECTION - JERSEY CENTRAL (0YSTER CREEK) DOCKET No. 50-219 The attached report of the inspectfon performed at the General Public Utility Service Company (GPUSC) on A2ril 10.and 11,192Lis forwarded for issuance'by your office. The inspection, performed by.Mr. Pomeroy and Mr. Potapova, consisted of a review of the results of nudits made by GPUSC of their Oyster Creek reload fuel supplier EXXON Nuclear Co.

(ENC).

During this inspection it was determined that GPUSC, with their consultants, performed effective and well documented audits of the fuel supplier and his major suppliers. A weakness in their documentation of follow-up actions was identified by the licensee and has been corrected.

An outline of the Q/A program for the Oyster Creek reload fuel has been submitted by the applicantl. The submittal also includes a summary of the Q/A activities of GPUSC relative to this fuel. This inspection report references this submittal rather than repeating much of it.

Many of the details of this inspection involve the proprietary data and processes of the fuel manufacturer (ENC), and are therefore transmitted as field notes and not as a part of this report. We therefore, believe that the licensee will find this report acceptable for release to the PDR.
