The subject inspection report is forwarded for your action.

l The. inspectors are of the opinion that the present environmental mon-itoring program, as described in the Technical Specifications (TS),

is inadequate.

I agree. The licensee apparently also agrees but is unwilling to initiate changes unless " directed" to do so by DL.

i The inspectors evaluation memo, which is enclosed also, includes as an attachment, recosusandation for the upgrading of the environmental l

monitoring program.

It is recommended that DL review the existing program and include, in revised TS's, requirements for a program (both radiological and non-radiological) meeting current guides and standards.

l AQ As part of the inspection effort, we interviewed several marina owners whose marinas are along Oyster Creek. As part of the overall environ-mental impact review, DL should ensure that their areas of concerns 1

are edequately reviewed. Their concerns which are detailed in the inspection report include shipworms, high water temperature, and silt '

l ing.

In addition to the normal enforcement action (letter with violations),

we have scheduled a management meeting with the president of the com-i pany. This meeting will be reported separately. The agenda of the i

meeting will include the need for additional manpower requirements and j

program review by management.
