This refers to the inspection conducted by Mr. Cantrell of this office on March 13, 1973, at Oyster Creek, Forked River, New Jersey, of activi-ties ' authorized by AEC License No. DPR-16 and to the discussions of our
.l findings held by Mr. Cantrell with Mr. McCluskey at the conclusion of l
1 the inspection, and to subsequent telephone discussions between Mr.
j McCluskey and Mr. Cantrell on March 14 - 15, 1973, and Mr. Ross and j
Mr. Caphton on March 15 - 16, 1973.
Areas exastined during this inspection included: the circumstances relating to the transient associated with starting a cold recirculation loop on March 10,1973; the procedures for starting a recirculation loop; d
the stack release rate for the period January 17 through March 12, 1973; I
and the Shif t Foreman's Log and the Control Rocci Log for the period March 9 - 10, 1973. Within these areas, the inspection consisted of selective exaninations of procedures and representstive records, interviews with
' personnel, and observations by the inspector.
I During this inspection, it was found that certain of your activities appeared to be in violation of AEC requirements. The items and ref-erences to the pertinent requirements are listed in the enclosure I
i to this letter. This letter constitutes a notice sent to you pur-i l
suant to the provisions of Section 2.201 of the AEC's " Rules of Prac-tice," Part 2, Title 10, Code of Federal Regulations. Section 2.201 requires you to submit to this office within 20 days of your receipt of this notice, a written statement of explanation in reply, including:
(1) corrective steps which have been or will be taken by you, and the 4

. results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance vill be ac-hieved.
In addition to the need for corrective action regarding these specific deficiencies, we are concerned about the implenentation of your management control system that permitted these deficiencies to occur. Consecuently', in your reply, you should describe in particu-lar, those actions taken or planned to improve the effectiveness of your managenent control system.
During our reviev of the Control Room Log and the Shitt Forernan's Log, it was noted that there was no reference to indicate that abnormalities resulted froc starting the F recirculation pump on March 10, 1973, as discussed in Item 1 of the enclosure. The subject of information recordine recuirements with respect to the Shif t Foreman's Lor and the Control Roar Log was discussed with vour representatives during the exit intervieus folloring the inspectione conducted on Tebruary 23 - 25 and 29 and March 1,1972 and July 5 - 7, 10, 12 - 14, 1972.
At that time, your representatives agreed that in order for their lors to serve as a record of plar.t operation, more detailed information should be provided concerning abnormal conditionn and abnorn.nl occurrences.
In your reviv to this letter, please describe the steps you have taken, or will tche, to assure that an accurate and complete record is nair-tained of plant operations.
