The enclosed report of.an' inspection'of the subject facility on

' March 13,.1973, is forwarded for information. The report provides inspection findings related to the abnormal occurrence experienced on March 10, 1973 in which a recirculation loop was started when the

. difference between its coolant. temperature and the reactor coolant temperature exceeded'the maximum allowabic differential temperature of 50*F authorized by the Technical Specifications (The measured-temperature differential was 117'F). Also enclosed is PO Inquiry Report No.. 50-219/73-04Q related to the same occurrence.

The licensee informed our. inspector that the above situation had occurred on at least five previous occasions (i.e., starting a j

recirculation loop with the.aT higher than allowabic) and attributes-i the' occurrences to deficiencies with the applicable operating procedures.

Appropriate revisions to the operating procedures have

'been comple'ted.

Preliminary evaluation by the licensee and the General Electric Mi Company indicate the thermal stresses resulting from these abnormal i

occurrences to be insignificant. Our Technical Assistance Branch has also reviewed this most recent occurrence and agrees with the licensee's conclusion that the stresses resulting from the temperature change were low.

Jersey Central plans to provide a supplemental i

report to DL by June 21, 1973 providing detailed stress analysis related to these occurrences.
