He asked for the phone numbec at Oyster Creek Nuc' lear Generating Station, He stated the number was not listed in the phone directory, and that he was doing a paper on the Administratio.1 of Nuclear Power Plants - that he needed to talk to the administrator at Oyster Creek.
I gara him the Jersey Central Power & Light Company switchboard number at Morcistosm (201-539-6111). Also told nim I wuld inform the Superin-tendent of his reque s t, and that he would probably receive a call from Jersey Central Pe_-r & Light Company public relation officer. I relayed the above information to Joe Carroll on 7/10/73. He stated the utilities are concerned about information that has been given to " Students" witting paper about utilities. In some cases the information has been used against the utility by radical groups. As an example, he cited Georgia Pome Co.
but did not elaborate.

Oyster Creek Station Docket No. 50-219 Diesel Generator
-The purpose of this-Ictter is.to report a failure.of diesel generator No. 2 to-be. fully opernh}e during power operation in that the diesel generatne auxilia n pov;u, translurmer fuses'wn e bluna during a lightning storr. in thc vicinity of the plant. This event is considered to'bc an abnormal occurrence as defined in the Technical Specifications, Paragraph 1.15.D.
Notification of this event as required by the Technical Specifications, Paragraph 6.6.2.a,.was

r 1973.-
During a plant start-up, with plant electrical loads being supplied
_by off-site power, a lightning storn occurred in the vicinity of the plant causing an apparent voltage surge on the IB 4160v bus, resulting in blowing the three power transformer fuses for diesel generator No. 2.
The result of t'..is failure was to render the fuel oil transfer pucps inoperabic since they are among auxiliaries supplied by the transfctmer.
Although thc unit would have started and been oper-eble if a loss of off-site power had occurred, its fuel supply would have been
. limited to the quantity in the day tank.
As a result of a subsequent plant scran and the need to have both diesel I
' generators operabic. to restart, two of these fuses were rep 1. aced - (only two were in stock)', the third jum ', and a satisf actory opernbility check was conducted.
Once the reactor had bec., raade critical and the mode switch tran::ferred to "run",
theLfuse' drawer was pulled.out and the unit made inoperable.
Fuses were immediately
_orderee.and daily-surveillance testing of the other unit was implemented.

Mr. Ciambusso July 5,1973 To prevent this type failure from reoccurring, an investigation will be conducted to determine the mechanism which caused the blohm fuse.
The purpose of thi.5 investigation will be to determine if it is poss bic to provide pro-tection against a reoccurrence.
In the meantime, an adequate supply of spare fuses will be naintained for the diesel generators to rinimi::e the time required to return it to service, linclosed are forty (40) copies of this report.
