D. L. Caphton, Senior Reactor Inspector Directorate of Regulatory Operations, Region I RO INSPECTION REPORT No. 50 - 219/73 JERSEY CENTRAL POWER & LIGHT COMPANY OYSTER CREEK This inspection with W. Sanders was limited to inspecting the steam dryer for cracks (Re: cracks in steam. dryer at Nine Mile Point) and reviewing the video tape of the feedwater sparger inspection (Re: cracks in feed-water spargers at Millstone).

I felt the video tape of the feedwater sparger i

was excellent as far as clarity was concerned.

It was obvious that the person in charge took his time and kept the camera in focus.. Compared to the video tape of the feedwater sparger inspection made at Nine Mile Point.

- the video tape at Oyster Creek was outstanding.

I'm not saying the video tape at Nine Mile Point was not acceptable, however, I believe smaller defects could have been detected at Oyster Creek.

Based on the ab ve comparison, I feel standards for clarity and detail should be developed for TV inspection of reactor components. The standards should at least include clarity, magnification and contrast.
