l This refers to the meetings held with you and members of your staff by myself and members of my staff at your offices in Morristown, New Jersey on April 24, 1973 relative to activities authorised by 4

AEC License lio. DPR-16.

Areas discussed in the meetings related to the results of previous inspections including most recently the February 13-16, 1973 in-spection, the February 28 through March 2, March 5 and 7, 1973 I

inspection, the March 13, 1973 inspection, and the April 18-20, 1973 inspection.

(The specific results were reported to you in 4

separate letters dated March 7,1973, March 27,' 1973 April 26, 1973 and !!ay 30,1973.) The discussions centered on apparent re-t l

l petitive, systematic and managerial type deficiencies which appear to i

I underlie the specific violations and safety items identified in the l

t above inspections.

It is our understanding based on the above meetings that you will develop i

and implement in a timely manner a schedule to correct identified

weaknesses, and give priority of efforts toward organisation and staffing, increasing the effectiveness of audits, improving the 4

overall effectiveness of the plant staff, and completing the de-velopment and implementation of your Quality Assurance Program

.for operations. Your actions regarding these matters will be re-viewed during future inspections of your activities.

Part 2. Title 10, code of Federal Regulations, a copy of this letter and the enclosed inspection report will be placed in the AEC's Public Document Room.
