I attended the subject meeting to discuss some of the detailed findings of the recent envhonmental inspection.
I discussed all of the items of noncompliance. The items were ack-nowledged by the licensee.
I discussed the findings with respect to the Water Quality Monitoring Program which is outlined in the Environmental Report (ER). The licensee requested information as to the legal status of the ER.
I explained that we did not consider statements in the ER to be legally binding, but we would like clarification as to the licensee's intent with regard to the Program.
I discussed apparent programmatic deficiencies (inadequate manpower and review and need for upgrading program and equipment). The licensce's response indicated that he felt that the problem was pri-marily associated with a lack of manpower which was related to union Sild problems.
I also discussed the recent split sample analyses and need for results from OC.
The licensee stated that they would send their results to RO:I for comparison purposes.
In general, I thought the meeting was worthwhile and that the licensee was receptive to our comments.
I feel that the current Technical Specification requirements will be met in the future.
I would have liked a firmer cocuaitment that there will be a high level review of the envi,.. ental program and upgrading to meet current criteria, as necessary.
However, the licensee is waiting until after a meeting (5/10/73) with DL on Environmental Technical Specifications to consider changes in the program.
I assume that the high level HP position (s) which the licensee is adding to the OC staff will have some overall responsibility, including review, for the environmental program.
