Dear bir. O'Reilly:

This letter is in reply to your letter of October 15, 1973 to Fir. Ivan R. Finfrock regarding the inspection conducted by htr. Cantrell on August 3 and 6,1973 at Oyster Creek.

The failure to make a timely notification of the snubber leak-age problem when first identified at the Oyster Creek Station arose from a difference of interpretation of a new Technical Specification.

As you are aware, the abnormal occurrence definition referred to in this case had not been incorporated in its present language until blay 22, 1973, hhile the decision not to report the snubber leakage problem is now disputed, it must be recognized that one has the benefit of a significant amount of additional information and experience.

h'c believe that a repetition of this type violation has been minimized by the staff additions at Oyster Creek and the headquarters office.

This will provide more individual considerations of the reportability of Station maintenance work items.

In addition, the expansion of the JCPGL Quality Assurance organization will provide independent consideration of the significance of Station maintenance activities.

The augmented staffing which has taken place since this summer in these several areas will surely improve the effectiveness of management control and prevent this type of discrepancy from recurring.
