R0 INSPECTION REPORT No. 50-219/73-03 The enclosed report is forwarded for information and possible action.

The report includes the findings of an inspection of environmental matters conducted February 28 to March 2 and March 5 and 7, 1973.

As a result of the inspection, our Region I (Newark) office has recommended that Licensing review the overall environmental programs, radiological and non-radiological, in order to upgrade the programs to meet current standards for environmental monitoring.

We concur in their recommendation. Following are some of their specific recommend-ations:

1.

Air particulate samples should be changed weekly; gamma analyses should be performed in addition to gross beta analysis.

Iodine sampling should be conducted at each of the air-sampling stations.

Air sampling should be conducted at locations where the highest M

offsite concentrations at ground level are predicted.

2.

The program should include samples and analyses of aquatic biota along critical dose pathways.

3.

The program for monitoring water quality parameters should be upgraded.

4.

Direct radiation should be measured at locations wheru the highest offsite annual dose at ground level is predicted.

You will note that the report also includes information obtained in discussions with representatives of the local marinas which are located along that part of Oyster Creek which serves as an extension of the plant discharge canal.
