Problem:
The licensee reported by telephone on September 8 that at 6:56 a.m.,
during a scheduled shutdown of the reactor, a routine switch of house electrical loads to the startup transformer resulted in the g
temporary loss, approximately 10 seconds, of electrical power to essential station equipment. The reactor was operating at 90 MWe when the incident occurred. The emergency diesel generators came on (fast start) and operated normally to carry essential plant loads.
The cause of the loss of power was an improperly set tap on a differen-tial current relay.
The licensee reported the following additional information:
1.
The reactor water level at no time during the. incident was less-than 9 feet above the core.

A subsequent attempt to reestablish normal electrical power e
resulted in tripping one of the two emergency diesel generators.
3.
Essential plant loads were carried by the diesel generators during the time the normal electrical power was unavailable. Normal off-site power was reestablished at 8:30 a.m. on September 8.
4.
Investigation of the cause of the fault is in progress.
Preliminary findings are that phase taps on a differential current relay had been left on an incorrect tap setting during a prior routine c.alibra-tion of the relay.

Radioactivity releases from the plant were within Technical Specifica-l tion requirements during the time of this incident.

Nespaper reporters have made inquiries to both the State of New Jersey and R0:I regarding this incident. R0:1 has answered inquiries by local officials.
