contrary to the above, Relay Department work was performed on the differential relays for the startup transformers at the Oyster Creek facility on July 30, 1973, yet ---
a) records indicated both startup transformers were effectively inoperable from July 30 to September 8,1973 due to ingroper settings on the "C" phase differential monitoring relays, and i
the reactor was made critical and operated at power; and 4
b) no detailed written procedures with appropriate check-off lists and instructions existed for the above stated relay work performed.
