A letter has been issued from this office to Jersey Central regarding the violations identified by this report.

Parameters) perform a review of this matter in that a thermal transient 0

occurred which was outside of the allowable temperature (50 F) specified j

by the Technical Specifications, paragraph 3.3.C.2.

The licensee contacted GE and obtaired information for an analysis for this type transient that was performed for another plant ** (stated to be the Zissner plant). Based upon the stated analyzed transient, a11 edged to be more severe than this one at OC, GE informed the licensee that this thermal transient was insignificant.

The licensee also stated that MPR (a consultant) performed a ball park type l

stress calculation that indicated strains resulting from the transient were voll within allowable ranges for the nozzle material.

j The flux increase from this cold water injection was slightly less than the scram setting and no flux scram occurred.

The licensee intends to submit a report to the Directorate of Licensing relating to the matters of this cold water injection incident.

The inspector also found that progress was being made relative to our con-cerns in the area of radiological control at OC. The report siso discusses the relatively high stack release rates.
