SUMMARY
OF MEETING HELD ON SEPTEMBER 5,.1973, TO DISCUSS QUALITY ASSURANCE PLAN FOR OPERATIONS on September 5,1973, representatives of.JCPL met with the Regulatory staff to discuss the Quality Assurance Plan for Operations at Oyster Creek. A list of questions on the proposed Plan, Amendment 71 submitted March 15, 1973, was sent to the licensee on July 3, 1973. The meeting was called in order to assure understanding of the scope and depth of the response that was intended.
Significant points discussed are summarized below.

JCPL QA Organization A description of the JCPL QA Organization was given. This. included a discussion of the responsibilities and working relationships between the QA Organization and the various JCPL Departments, especially the QA Manager's responsibility and authority in this regard. The relationship to the GPU Service Corporation Quality Assurance Organization could not be discussed since this portion of the Plan had not yet been approved ;y the licensee's management.
It was stated, however, that a new QA Plan is presently in draft form and is in the fins) stages of management approval. The relationship between GPU Serv.h + Corporation and JCPL was reported to be completely different from that in Amendment 71.

JCPL QA Staffing At the time of this meeting the QA Manager was the only position filled in the JCPL QA Organization. He has been trying to hire out '
i side personnel to fill his staff without success. JCPL prefers.not to use people from within their staff to fill these positions since this would tend to remove experienced people from vital positions.

Assurance were discussed. The staff gave examples of the' detail i
and scope of information requested. The licensee was advised to study and incorporate in the plan the considerations. contained in Regulatory Guides 1.26,1.29, and 1.33 which includes ANS 3.2 draf t 8, and ANSI N45.2. The licensee stated that their revised QA Plan for Operations would be ready in draft form at the beginning of-October at which ties they would like to have a meeting to go over.it with us.
They would anticipate incorporating the resolution of any comments and submit it to us formally by the' end of October.

Technical Specifications The licensee was informed that Section 6 of the Technical Specifications was in need of revision in regard to Review Committee membership qualifications and activities. The licensee agreed and stated that these would be changed.
