should be taken to improve nuclear plant designs in this regard. Details of the staff review anc conclusions and of the steps that should be taken to deal with ATWS are given in the staff document " Technical Report on Anticipated Transients Without Scram for Water-Cooled Power Reactors,"

However, no commitment was made in regard-to implementation of a plant modification to make these analyses applicable

Please review the ATWS analyses that you have submitted for consistency with the staff position as stated in the enclosed report and inform us by January 1, 1974, of the approach you intend to take. Your response should be submitted as one original and thirty-nine additional copies.
The staff is prepared to discuss this matter with you at a mutually agreeable time.
