JCP&L reported an abnormal occurrence percipitated by improper installation of i.

jumpers which were wrongly installed without benefit of written procedures

-l (administrative controls). The circumstances surrounding this event are unique in that the licensee had previously received 10 Bulletin 73-6 dated l

November 26, 1973, which in part specifically reistes to jumper installatica, i

temporary circuitry charges, and annagement reviews.

As a result of this abnormal occurrence, the licenses has been requested to l

expedite necessary actions specified in the R0 Bulletin.
