The inspection referenced above consisted of a review of the licensee's Effluent Monitoring Program and split and spiked sample results from the Independent Measurements Program. No violations of the licensee's technical specifications (TS) were observed.

Split and spiked samples have been taken and analyzed since November 1972. Agreement has been poor on gamma emitters and Strontium. Many of their problems relate to the location of and techniques used in their Counting Laboratory.

They have made dcfinite

-plans to upgrade their laboratory. Please refer to the inspection report for a discussion of the unresolved items and committments made by the licensee.

Their most significant weakness in my opinion is their limited ability to identify and quantify various gamma emitters in their effluent.

OC's TS are generally well developed and cover most of the requirements of Safety Guide 21.

The exceptions are:

1.

No estimates of error are calculated for their various measurements, therefore their six month report totals do not have an error estimate as required by guide 21.

2.

No stripping routines are used in resolving their gamma spectra.

4; g Therefore, they are not abic to identify 95% of the gamma activity on any given spectra.
