In your letter of October 19, 1973, you announced the results of the Regulatory Staff review of Anticipated Transients Without Scram (ATWS) and i

requested Jersey Central to inform the Cormission of the approach Jersey '

Central will adopt in responding to this concern.

q As discussed in your letter, the results of ATWS analyses generic to boiling water reactors were submitted as Section 5.2 of Amendment 68, 'Ihe Application for a Full-Term License for the Oyster Creek Station. Additionally, j

preliminary proposals for possible measures which might be employed to mitigate the consequences of ATWS were also discussed. These analyses have been reviewed and have been found to be inconsistent with the Regulatory Staff's position as stated in the " Technical Report on Anticipated Transients Without Scram for Water-Cooled Power Reactors" dated September 1973.

Furthermore, the General Electric Company has advised Jersey Central that i

additional analyses will be required to define the specific setpoints for the design modifications.

In light of these circumstances and the. Regulatory Staff's position on this subject, Jersey Central concurs in the classification of the Oyster Creek Station under Section II-C of Appendix A of the staff position f

report. Jersey Central and the General Electric Company are cooperating to accomplish the required design reviews and analy:,es.
