r /2 Memo to File M.
Thru:
-D. L. Caphton, Senior Reactor Inspector Region I, Reactor Operations Branch i
OYSTER CREEK i
(DN 50-219)
IABOR NEGOTIATIONS I had a conversation with D. Ross, the Manager of. Nuclear Generating Stations for Jersey Central Power and Light Company, v
on October 15, 1975, to discuss the results.of my inspection of-
.offsite committee activities at the corporate offices.
During this conversation, Mr. Ross informed me that major contract negotiations are in, progress for union personnel at the Oyster i
Creek facility. Ross stated that the official contract date is November 1,1975, but. that based on prior performance, issues are notoriously lat'e in coming to a head. According to Ross, negotiations are expected to continue for 30 to 90-days beyond the November 1,1975 official contract date.
Mr. Ross also stated j
that-unless the corporate. posture changes with respect to what the utility is prepared to offer employees, the involved union may-not accept the new contract.
Mr. Ross also committed to keep this office informed as to the status and progress of.
negotia t iors.
I was not left with the reaction that JCP&L considers a strike situation to be eminent or impending. We have new guidance with resocct to licensee plans for coping with strike situations.
Projects will i
implament the initial module (92709B) in the even; a st'rike appears I
eminent.
