SUMMARY
OF MEETING HELD ON NOVEMBER 13, 1973, TO DISCUSS THE OC QUALITY ASSURANCE PROGRAM FOR OPERATIONS On November 13, 1973, representatives of JCPL and GPU Service Corporation met with members of the Regulatory staff to discuss the draft of JCPL's revised QA Program. This revision responds to the request for more detailed information that was sent to the licensee by letter dated July 3, 1973, and also incorporates the results of discussions held at the meeting with the Regulatory staff on September 5, 1973. Representatives of Metro-politan Edison attended the meeting as observers.
A'11st of the attendees'is attached to this report.
Significant points discussed are summarized below.
~D. Gaines, QA Manager, JCPL, described the present status of their QA effort. Procedures for the QA Manual were being written at that time by JCPL with assistance by consultantsfrom MPR Associates and NUS. He char-acterized the work level as approximately nine people working full time on these procedures. Priorities were being given to those procedures 1
1 which are required at the earliest time.
Mr. Cummins of the Regulatory staff.gave favorable consnents about the-JCPL draft. He stated that comunitments should be made in'the appropriate sections of the document to applicable ANSI Standards and Regulatory Guides.
In response to JCPL's concern that this would' be an open-ended connaitment to revisions of these documents that would cause them to be in violation of their program as soon'as revisions were issued, Mr. Cummins stated that

the commitments should be to a specific revision and/or date of the appro-priate document.
Mr. Cummn4s then indicated specifically the various sections where cosrLitments to particular standards would be required.
Mr. Cummins asked that the' periodic reviews of the QA Program by the Vice President be described more fully to indicate the scope and depth of this review.

- NOV g73973 It was agreed that the required qualifications for organizational positions would be given 'in the QA Program but that the actual qualifications of per-sonnel filling those positions would be given in the cover letter that transmits the program.
Mr. Gaines stated that he anticipates submitting the QA Program on or about November 30, 1973.
