Pepresentative offgas levels at the Oyster Creek nuclear powerplant exceed 200,000 microcurice per second at the air ejectors and 30,000 microcuries per second at the stack. Those values are about one' order of magnitude above those for other RI PWR's.

The cause appears to be fuel problems and the argumented offgas systen not being in operation, f facility refueling shutdown is planned for September 1979, and there is no assurance that either the offgas system or the fuel problens will be resolved by the end of that outage.

It is hereby recommended that this licensee be required to specifica11v address to NR9, fuel quality measures to be taken during the forthcomine refueline outagn, and that a termination date of December 31, 1979 he 4stablished for continued operation at power without the augmented off-ran systen becoming operational.
