Fort St. Vrain B-0 Start-up Test (Sequence 79-Turbine Load Rejection From Full Load)

Dear Mr. Johnson:

In the referenced letters, Public Service Company of Colorado (PSC) had contended that the Sequence 79 B-0 Start-Up Test was no longer required due to the response of the plant during the November 9, 1981, transient. Analyses of the data from this trip has concluded that:

1.) Plant response to the circulator / loop 1 trip was well-behaved and well-controlled with few exceptions. No unusual temperature, pressure, or flow excursions were encountered.

2.) Some fluctuations were observed in the deaerator condensate / level control.

3.) The trip of loop may have_ been averted if 'A' circulator overspeed trip had been rate-limited or set at a higher acceptable value.

Note that these conclusions are based on information not normally acquired from the Startup Testing Program.

95 -Since this transient did not meet the criteria of sequence 79/ sequence 80 testing, PSC will perform the Turbine Load. Rejection FromL Full Load Test at the end of the current fuel cycle (Cycle 4) providing plant operating conditions permit at that time.

The Technical Specification amendment required to allow performance of the Xenon Stability Test will be. submitted under a separate letter. - , ,
