ASLB REQUESTED DATA RELATIVE TO MIDLAND PROJECT The statements below are in response to the Atomic Safety Licensing Board request relative to the Midland Project construction schedule and associated costs. The request was relayed from the Board through Mr. F. S. Echols, DSE and R. K. Hoeffling, OELD.

Region III does not nor have they in the past maintained specific construction schedule data for power reactors. Our inspectors do periodically (usually monthly) review construction activities in progress and projected for the next month or two for the purpose of scheduling inspections. Region III is not concerned with the progress of the construction schedule other than how it may affect inspection schedules to review selected activities in accordance with the IE inspection program for that facility.

In the case of the FHdland facility, IE receives a report at the first of each quarter on construction work to be done during the quarter.

The report was initiated in April 1973 per memorandum and order issued by the Atomic Licensiag Appeal Board (ALAB-106). These reports are used in assisting RIII in scheduling inspection but no effort is made presently or in.the past to evaluate or maintain data on the accuracy of the projected construction activities. The last such report was submitted on September 23, 1977, for projected construction work to be done during the fourth quarter of 1977. A review of t'nis report against construction activities in progress at the Midland site f.ndicate that present construction activities are essentially consistent with those scheduled.

In regard to 1978 RIII has no detailed information on what construction activities will be scheduled. Assumptions would be that construction would progress somewhat the same as for similar types of reactors already

-built. As stated previously RIII's primary interest in the schedule would be for the timely scheduling of IE inspection activities.

Early this year construction activities at Midland significantly increased. The liner plate and concrete placement for the Unit 2 reactor building was completed September 30, 1977. Unit 1 containment is expected to be completed by the end of this year. Installation of large piping in the Unit 2 reactor building was started in October.

Installation of safety related electrical equipment and cable raceways and small bore piping is in progress in the auxiliary building. Present work force is approximately 2800 to 2900 with about 600 assigned to the second shift. Rate of construction over the past 10 months has averaged a little over 1.5% per month.

Region III feels that the licensee's November 1, 1977 estimated status of completion of Unit 2 at 35% and Unit 1 at 31% are conservative, and that their projected fuel load dates of November 1980 and 1981 respectively are possible.

Concerning cost of construction RIII has no information, nor are attempts made to obtain or evaluate such data. On occasion documents reviewed by IE inspectors contain cost data but in general this information has been deleted.
