SHOREHAM 0FFSITE EMERGENCY PLANNING CONTROVERSY Recent actions by Suf. folk County have raised questions about the preparation of an emergency plan for the Shoreham Nuclear Power Station.

Because the Federal Emergency Management Agency (FEMA) has lead respon-sibility at the federal level for offsite emergency planning, FEMA should be in a position to institute discussions among the State of New York, the County, Long Island Lighting Company, and the other participants in the proceeding concerning the precise nature of their differences on offsite emergency planning issues.

Accordingly, the Co::raission recuests that the staff contact FEMA and explore the possibility of that agency undertaking such discussions.

If feasible, staff should include status information about FEMA's efforts in the f.

brief that is due to be filed with the Licensing Board on March 25.
