Dear Mr. Parr:
Eaclosed herewith are three affidavits which we will submit to the WNP-4 Licensing Board to update the evidentiary record. The affidavits are as follows:

Affidavit of Robert B. Gallup; an update of Need for Power.
(November 16,1977).
(Including the 1977 West Group Forecast).

Affidavit of James D. Perko, an update of Financial Qualifica-tions (December 5, 1977) and,

Affidavit of Duane L. Renberger, an update of Management and Organira-tion and Quality Assurance (December 2,1977).
We request that you cormience immediate NRC staff review of this material to assure that there will be no delays in issuance of a construction permit which could be attributable to delays in staff review. We informally provided the
(
staff with the Gallup af fidavit on November 18, 1977 and the Perko and Renberger affidavits on December 7,1977.
As you are aware, we must receive the construction permit by February 1,1978.
Subsequent to issuance of the construction permit for this project, we will file any necessary amendments to our License Application, PSAR, and ER, as

appropriate, to update these documents.
