AFFIDAVIT OF NINA BELL STAFF INTERVENOR I, Nina Bell, having been duly sworn, do depose and say as follows:
- 1. That I am the Staff INeervencr of the Coalition for Safe Power, an officer of the organization and authorized representative in the above-captioned proceeding;
- 2. That I have discussed with Jim Lazar, an economist in the field of energy and utility issues, his appearance as a witness at the evidentiary hearing in this case;
- 3. That Mr. Lazar is the Research Director of the Northwest Conservation
( Act Coalition and co-author of the "Model Electric Power and Conservation Plan" on which the Intervenor has relied as a basis for its assertions that power from WPPSS Nuclear Project No.1 is not needed;
- 4. That Mr. Lazar is available to provide an affidavit stating the issues on which he is conpetent to testify and the substance of the facts therein;
- 5. That Mr. Lazar has been unable to provide such an affidavit by this date due to conflicts with his schedule; and
- 6. That Mr. Lazar would testify under oath that:

l time thereafter; i 2. That the cost of power from WP-1 makes it an uneconomical energy option; and
