l.1 This procedure provides instructions to complete onsite and offsite emergency notifications.

Included ere:

1.1.1 Initial and follow-up notification to federal, state, and local emergency response organizations, inclusive of upgrading and downgrading of emergency classifications and terminations of an emergency.

1.1.2 Notification to onsite personnel.

1.1.3 Notification to off-duty emergency response personnel to augment the on-shift emergency organization.

2.0 R_ESPONSIBILITIES 2.1 The Emergency Director (ED) is responsible for:

2.1.1 Notification of federal, state and local offsite authorities, in a timely manner.

2.1.2 Recommendation of protective actions to federal, state and local offsite authorities.

2.1.3 Approving initial and follow-up emergency message forms.

2.1.4 Directing the notification of personnel on the plant

site, 2.1.5 Transferring notification responsibility from the control room communicators to the TSC and/or EOF

2.1.6 Notification and recall of VEGP Emergency Response

2.3.2 Notification of individuals and/or organizations per Checklist A, Procedure 91704-C, " Actions For Security During A Radiological Emergency".

2.4 The Vogtle Duty Manager is responsible for notification of the on call Project Manager.

2.5 The TSC/ EOF Support Coordinator is responsible for timely completion of follow-up notifications to the appropriate offsite authorities once the TSC/ EOF are activated.

2.6 The Visitors Center staff is responsible for notification of sll visitors at the Visitors Center.

notification of all personnel at the Training Center.

2.8 Personnel acting as escorts for visitors shall escort the visitor out of the protected area upon notification of an emergency of Alert or higher classification.

3.0 PREREQUISITES A Notification of Unusual Event, Alert, Site Area Emergency or General Emergency has been declared per Procedure 91001-C, " Emergency Classification and Implementing Instructions".

4.0 PRECAUTIONS 4.1 Initial notifications of Georgia, Burke County, SRS, 1

South Carolina, Aiken County, Barnwell County, and Allendale County offsite authorities shall be accomplished within 15 minutes of the declaration of an emergency, or an upgrade to a more severe emergency classification level.

<3 4.2 Initial notifications of the NRC shall be accomplished

as soon as possible after notifications to the state and county agencies and within an hour of the declaration of an emergency, or an upgrade to a more severe emergency cl.essification lovel.

Follow-up notifications of the NRC shall be made immediately after any further degradation in the plant conditions, any change from one emergency class to another, or for the termination of an emergency.

t 4.3 The Follow-up Emergency Message Form (Checklist 2) should be completed and transmitted to federal (SRS),

l state and local authorities during an Alert or higher classification, when there is a significant change in plant cor.ditions, or at least every 30 minutes.

4.4 If this procedure is initiated as part of an emergency preparedness drill or exercise, all radio and telephone communications shall be preceded and followed by the statement: "This is a drill".

4.5 Maintain an open, continuous communications channel with the NRC Operations Center on the ENS, upon request by the NRC.

5.0 PROCEDURE 5.1 GENERAL 5.1.1 The ED (or designee) shall initiate a plant-wide I

announcement over the plant public address system, make an announcement, or sound the alarm appropriate to the emergency, and repeat the announcement.

Details of the content of the public address announcement are provided

The announcement or alarm system for each emergency classification is as follows:

EMERGENCY DIRECTOR NOTIFICATION CHECKLIST l-RESPONSIBILITIES NOTE Ensure NOUE, Alert, or Site Area / General Emergency Classifi-cation check list in Procedure 91001-C has been initiated.

1.

This checklist must be completed by the Emergency Director (1) upon the declaration of any emergency condition (NOUE, ALERT, SITE ARFA EMERGENCY, or GENERAL EMERGENCY), (2) the cha'nge in the level of classification of-the emergency condition declared, or (3) a change in protective action recommendations.

2.

The Emergency Director will complete Checklist 2 and sign the completed f o rm.

3.

The Emergency Director will supervise completion of notification and insure completion within the time limits.

4.

When the notification responsibilities have been transferred to the EOF

or TSC, the E0F Support Coordinator or the TSC Support Coordinator.will supervise the preparation and transmission of Notification Messages.

Supervise completion of the notifications to state and local agencies insuring that notification is made within 15 minutes of the emergency declaration.

FOLLOW-UP ACTIONS 1.

For Alert and higher classifications maintain communications with offsite agencies (Georgia South Carolina, Savannah River Site Burke County, i

Allendale County, Barnwell County, nnd Aiken County). Shift to alternate state and county notification locations, as requested.

2.

Provide emergency follow-up status messag s every 30-minutes incorporating new information as available. All follow-up messages are d

made utilizing Checklist 2.

Follow-up status is not required for a NOUE.

3.

Complete and transmit an Emergency Notification Message whenever the emergency classification or the protective action recommendation is changed utilizing Checklist 2.

4.

Keep the NRC updated with all changes.

Inform the NRC immediately of any further degradation in the plant conditions, any change from one emergency class to another, or of the termination of an emergency utilizing the Event Notification Worksheet (Checklist 3).

Upon activation of the TSC, the TSC Manager assumes the responsibility of communicating with the NRC.
