Response to NRC Comments Regarding Quality Assurance (QA) Program Description Change L-Submittals Dated January 26.1995 and February 17.1995

Dear Sir:

On January 26,1995, Clinton Power Station (CPS) submitted Revision 25 of the lilinois Power (IP) Nuclear Program Quality Assurance Manual (IP letter U-602397) to the NRC for review of the changes under the provisions of 10CFR50.54(a). On ,

February 17,1995, IP submitted, under the provisions of 10CFR50.54(a), proposed changes to CPS conformance positions for Regulatory Guides (RGs) 1.33 and 1.144 (IP i letter U-602398). Review of these submittals by Mr. Fred Maura ofyour staffidentified  ;

several comments which he discussed with IP staff. As discussed with Mr. Maura, IP .I agreed to modify portions of these submittals and correct certain other information .

contained in the CPS Updated Safety Analysis Report (USAR) in order to resolve his  :

comments. This letter transmits these changes for NRC review.

Attachments 1 through 6 of this letter contain the information IP believes will resolve Mr. Maura's comments regarding quality assurance program changes. Mr. Maura had several other comments which were resolved during telephone discussions between him and IP staff.

Attachment 1 of tais letter identifies the NRC reviewer's comments about the  !

January 26 submittal, any IF response to the comments, and the action IP agreed to take. -

The associated revised pages are contained in Attachment 2 of this letter.

Attachment 3 of this letter identifies the NRC reviewer's comments about the February 17 submittal, any IP response to the comments, and the action IP agreed to take.  :

The revised pages of the Nuclear Program Quality Assurance Manual associated with this submittal are contained in Attachment 2 of this letter. The revised pages of the USAR 1 associated with this submittal are contained in Attachment 4 of this letter.

[ Page 2 Attachment 5 of this letter identifies the NRC reviewer's comments regarding his review of certain portions of the USAR, any IP response to the comments and the action IP agreed to take. The revised USAR pages associated with these comments are contained in Attachment 4 of this letter.

Attachment 6 of this letter provides a copy of the 10CFR50.59 safety evaluation for changes made to the quality group classification of an item in USAR Table 3.2-1. Mr.

Maura requested this document.

This attachment responds to the NRC reviewer's comments regarding the IP Nuclear Program Quality Assurance Manual, Revision 25 submittal dated January 26,1995 (IP letter U-602397).

(1) Chapter 4, Section 4.3.5.a, in Revision 24 states that the Nuclear i Assessment (NA) organization has responsibility to " review and approve" supplier quality assurance programs. In *.he Revision 25 submittal, the ,

language was changed to state that NA has the responsibility to " evaluate" ,

supplier QA programs. The NRC reviewer commented that an organization responsible for the " approval" function should be identified. -

IP agreed to restore the " approve" language to Section 4.3.5.a. See l Attachment 2 of this letter for changed page 3 of 3, Chapter 4.

l (2) Chapter 7, Section 7.3.3.b, in Revision 24 states that the Nuclear Support Services (NSS) organization has the responsibility for providing materials l for receipt inspection to " qualified inspectors." In the Revision 25 submittal, the term " qualified inspectors" was not used when the section was changed to state that NSS has the responsibility to perform receipt '

inspection of materials or e quipment. The NRC reviewer commented that the section should state that the inspectors are qualified. IP agreed to -

restore the "qaalified inspector" language. See Attachment 2 of this letter for changed page 4 of 4, Chapter 7.

(3) Chapter 8, Section 8.3.4, in Revision 24 states that NA has the responsibility to conduct surveillances and audits of the identification and control ofitems. This section was inadvertently deleted from Revision 25.

The NRC reviewer noted that the section had been deleted and requested r the rationale for doing so. IP agreed to restore the inadvertently deleted  ;

section. See Attachment 2 of this letter for changed pages 1 of 3,2 of 3, and 3 of 3, Chapter 8. ,
