Dear Secretary Vietti-Cook,

As the Assemblyman representing New Yorks 94th Assembly District, I write to support the License Transfer Application (LTA) that was recently submitted to the U.S. Nuclear Regulatory Commission (NRC) by Entergy Corp. and Holtec International in order to transfer Indian Point Nuclear Energy Center (IPEC) and its Nuclear Decommissioning Trust funds to Holtec after the last unit permanently shuts down by April 30, 2021.

The people of Westchester and Putnam counties, whom I have the privilege to represent, have already been hard hit financially by the loss of IPEC. For decades, our region has benefited from hundreds of good-paying jobs, many of which will regretfully be lost when the plant permanently shuts down. That notwithstanding, I am pleased to learn that Holtec has already pledged to retain at least 300 employees whose expertise will be needed during the decommissioning process, and that the company has stated it will honor current collective bargaining agreements and work with our local labor leaders.

Despite Holtecs welcome commitment to local jobs, it is clear that the closing of Indian Point will still present a significant loss to the economy within our communities until the site can be restored to alternative use. Thats why its important to embrace opportunities to decommission this property in a safe, efficient, and timely manner. Holtecs previous experience with the plant, coupled with the companys emphasis on safety, will enable our communities to plan for development opportunities by the 2030s instead of the 2070s if Entergy were to perform decommissioning.

For all the reasons mentioned in this letter, I respectfully request the NRC give the LTA submitted from IPEC its most serious consideration. The future economic development of the plants existing property will largely depend on when decommissioning commences.
