1133 Westchester Avenue Suite S-217 White Plains, NY, 10604 Email: AAllen@westchester.org Organization: Westchester County Association General Comment As the vice president of the Westchester County Association, I am writing to support the License Transfer Application (LTA) that has been filed with the U.S. Nuclear Regulatory Commission (NRC) by Entergy Corp. and Holtec International to transfer Indian Point Nuclear Energy Center (IPEC) and its Nuclear Decommissioning Trust funds to Holtec after the last unit permanently shuts down by April 30, 2021.

Entergy has been an exemplary corporate citizen and energy producer for Westchester, but they dont possess the specialized capabilities that Holtec does to perform decommissioning safely and swiftly. Holtec can return the IPEC site to full economic potential by the 2030s, decades sooner than would be possible if decommissioning were left to Entergy.

Westchester County will be especially hard-hit by IPECs closure. We need the expedited recovery of jobs, wages, revenues, and community institutions that Holtec offers, and we need the NRC to approve the LTA from Entergy to Holtec.
