GENERAL ELECTRIC HITACHI-GLOBAL LASER ENRICHMENT, ACCEPTANCE REVIEW OF RESTRUCTURING PACKAGE AND FACILITY CLEARANCE (ENTERPRISE PROJECT IDENTIFIER: L-2019-LLL-0010)

Dear Ms. Jenny:

The U.S. Nuclear Regulatory Commission (NRC) staff has received your submittal dated February 18, 2020, GE-Hitachi Global Laser Enrichment LLC Request for New Facility Clearance Under New Ownership. The letter requests NRC review and approval for the restructuring of GE-Hitachi Global Laser Enrichment LLC (GLE) to support the purchase by SILEX Systems Ltd. and Cameco Corporation. You also submitted a new facility clearance, supported by a foreign ownership, control, or influence mitigation plan and standard practice procedure plan (security plan). The documents are available in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML20064G292.

The NRC staff has reviewed your application using the content requirements in Title 10 of the Code of Federal Regulations (10 CFR), Sections 95.15 and 95.17. The acceptance review identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2019-LLL-0010. Please reference this EPID number and Docket Number 07007016 in any future correspondence associated with this request.

Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by November 14, 2020, which includes approximately 30 days to complete an operational readiness review. This date could change depending on the findings of our technical review, urgent assignments, or other factors.

We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 900 staff hours which corresponds to about $250,200 ($278/hr) and approximately $20,000 contract dollars to support the foreign ownership, control or influence, and classified network reviews.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of ADAMS, which is
