APPROVAL OF GLOBAL LASER ENRICHMENT LLC PROGRAM CYBER SECURITY PLAN REVISIONS, ENTERPRISE PROJECT IDENTIFIER 000225/07007016/L-2019-SPR-0000
Dear Ms. Jenny:
By letter dated September 19, 2019, Global Laser Enrichment LLC (GLE) submitted GLE-2019-0120, entitled [GLE] Classified Distributive Information Network Drawings and Program Cyber Security Plan Revisions, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19270E385). The letter includes Revision 8.5 to GLEP-00023-R, Classified Distributive Information Network (CDIN) drawings and Revision 8 to GLEP-00015-R, Program Cyber Security Plan (PCSP). The proposed revisions were reviewed by the NRC staff and technical experts at the U.S. Department of Energy, Nuclear Energy Oak Ridge Site Office, whose staff also serves as the authorizing official for the GLE classified cyber network.
The NRC staff, in consultation with DOE staff, approved Revision 8.5 to the CDIN via letter dated December 3, 2019 (Accession No. ML19326A211). The NRC letter also requested additional information regarding revision 8 to the PCSP, GLEP-00015-R. On November 22, 2019 (ADAMS Accession No. ML19343B620), GLE provided an updated GLEP-00015-R, Revision 8 to the PCSP and a supporting revision to GLEP-00053-R, Revision 4 to the Annual Continuous Monitoring Report (ACMR).
The DOE, Nuclear Energy Oak Ridge Site Office determined via letter dated January 10, 2020, (non-public ADAMS Accession No. ML20015A514) that the submittals resolved the request for additional information, and recommended approval provided GLE provide some additional clarification.
The clarifying information was provided by GLE via letter dated January 16, 2020, (Accession No. ML20028E881) and two enclosures which updated GLEP-00015-R, Revision 8 to the PCSP and GLEP-00053-R, Revision 4 to the ACMR. The DOE staff confirmed via email dated January 16, 2020 (Accession No. ML20041C977) that the updated PCSP and ACMR resolved DOEs request for clarification. Based on the NRC staffs review and DOEs recommendation, the NRC staff approves GLEP-00015-R, PCSP Revision 8 and GLEP-00053-R, ACMR

Revision 4 submitted January 16, 2020. This approval is in addition to the previous approval for the GLEP-00023-R, CDIN Revision 8.5 provided via NRC letter dated December 3, 2019, as referenced above.
The NRC staff estimates that completing the review of your submittal required approximately 10 staff hours, which corresponds to about $2,780.00 ($278.00/hr.), plus an estimated $5,200.00 in contract costs. The enterprise project identifier L-2019-SPR-0000 will remain open to process future information security related reviews.
In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of the NRCs ADAMS.
