REQUEST FOR ADDITIONAL INFORMATION REGARDING GLOBAL LASER ENRICHMENT PROPOSAL TO USE ENCRYPTION FOR COMMUNICATIONS OUTSIDE THE UNITED STATES (COST ACTIVITY CODE 000225/07007016/C-2017-CYB-0000)

Dear Ms. Jenny:

By letter dated November 30, 2017 (GLE-2017-0042) (Agencywide Documents Access and Management System [ADAMS] Accession Number ML17248A411), Global Laser Enrichment (GLE) requested authorization to use National Security Agency approved commercial encryption devices for communications outside the United States. The submittal was accepted for review as part of the approval letter for the trusted download request issued November 27, 2017 (ADAMS ML17325B082). As the Authorizing Official, the U.S. Department of Energy Nuclear Energy Oak Ridge Site Office notified the U.S. Nuclear Regulatory Commission (NRC) via letter dated January 10, 2018 (ADAMS ML18016A312) that additional information is needed to proceed with the review.

The attached enclosure provides a request for additional information (RAI) that is needed before the NRC can take final action on your submittal. The additional information, requested in the enclosure, should be provided to the NRC within 30 days from the date of this letter.

Subject to receipt of sufficient information in your RAI response, we anticipate completing our review by the end of March 2018. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule.

In accordance with Title 10 of the Code of Federal Regulations Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
