REQUEST FOR APPROVAL OF GE HITACHI GLOBAL LASER ENRICHMENT, LLC CLASSIFIED CYBER NETWORK REVISIONS
Reference:
Letter from Pat Jenny to Director Division of Security Operations, U.S. Nuclear Regulatory Commission, "(U) Global Laser Enrichment Classified Distributive Information Network Drawings and Program Cyber Security Plan Revisions," dated September 19, 2019 (GLE-2019-0120)
In the referenced letter, Global Laser Enrichment, LLC (GLE) requested approval of revisions to the classified network identified in Program Cyber Securily Plan - Engineering and lnduslrial Control System Environmemsfor !he GE Hitachi Global laser Enrichment LLC Wilminglon, NC.
Facilities (PCSP), GLEP-00015-R, Revision 8, and the Classified Dislribulive !nformalion Network for the GE-Hitachi Global Laser Enrichment LLC Wilmington, NC Facilities (CDIN),
GLEP-00023-R, Revision 8.5. Revisions to the CDIN contain (1) an update to Figure I to include the National Security Agency (NSA) Type I encryption device to be installed in the data center with access control limited to Communications Security or COMSEC personnel and the GLE Security Manager and (2) an update to Figure 3 to show removal of a patch panel in the GLE Test Loop Gas Handling Systems Room. The revised PCSP reflects the addition of the Type I NSA encryption device.
The Department of Energy (DOE) Nuclear Energy Oak Ridge Site Office (NE-ORSO), as the Authorizing Official (AO) for GLE classified cyber networks, approves COIN, GLEP-00023-R, Revision 8.5. However, as regards PCSP GLEP-00015-R, Revision 8, GLE must address the enclosed comments and issue a revised PCSP showing resolution of these comments to DOE NE-ORSO for review and approval. DOE NE-ORSO, as AO, will provide authorization to operate the Type 1 NSA encryption device upon resolution of these comments.
