APPROVAL OF GLOBAL LASER ENRICHMENT LLC REVISION TO CLASSIFIED DISTRIBUTIVE INFORMATION NETWORK AND REQUEST FOR ADDITIONAL INFORMATION REGARDING THE PROGRAM CYBER SECURITY PLAN REVISION, ENTERPRISE PROJECT IDENTIFIER 000225/07007016/L-2019-LLL-0000
Dear Ms. Jenny:
By letter dated September 19, 2019, Global Laser Enrichment LLC (GLE) submitted GLE-2019-0120, entitled [GLE] Classified Distributive Information Network Drawings and Program Cyber Security Plan Revisions, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19270E385). The letter includes Revision 8.5 to GLEP-00023-R, Classified Distributive Information Network (CDIN) drawings and Revision 8 to GLEP-00015-R, Program Cyber Security Plan (PCSP). The proposed revisions were reviewed by the NRC staff and technical experts at the U.S. Department of Energy, Nuclear Energy Oak Ridge Site Office, whose staff also serves as the authorizing official for the GLE classified cyber network.
The Revision 8.5 to the CDIN, GLEP-00023-R, requests an update to Figure 1 to include the National Security Agency encryption device to be installed within the data center, and an update to Figure 3 to show removal of a patch panel in the GLE Test Loop Gas Handling Systems Room. Based on the NRC staffs review and DOEs analysis provided in Enclosure 1, the NRC staff approves Revision 8.5 to the CDIN.
The review of the proposed revision 8 to the PCSP, GLEP-00015-R, identified additional information that is needed before the final action can be taken. The response to the request for additional information (RAI), as specified in Enclosure 2, should be provided within 30 days of the date of this letter.
Pending your response, we anticipate completing our review by February 6, 2020. This date could change depending on the response time for the RAIs, findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. The NRC staff estimates that completing the review of your submittal will require approximately 15 staff hours which corresponds to about $4,170.00 ($278.00/hr.) plus an estimated $5,000.00 in contract costs.
Upon removal of Enclosure 2, this document is decontrolled.
