i t EPP/ Imp 1ssenting Procadure EPP/I-2 Unusual Event 2.3 Following the declaration of an Unusual Event, Federal regulations require notifications of offsite authorities must be made within fifteen minutes. E. Procedure 1.0 All Initiating Events 1.1 Sound Station Alarm once and make appropriate anncuncesent. Announcement should state that an Unusual Event has been declared and the Station Standby Alarm has been sounded. The specific plant problea should also be included in the announcement. All available. members of the On-Shift Emergency Organization should report to their stations while all other personnel should continue their normal duties but remain alert for additional announcements. 1.2 Implement appropriate assessment action. Complete and sign Attachment 1, EPP/IP 1.1, Initial Notification Form and instruct Communications and Records Coordinator to commence , offsite notifications per EPP/IP i.1. EPP/Implemsnting Procsdure EPP/I-4 Site Area Emergency The Emergency / Recovery Manager (Emergency Director until the EOF is activated) is the only individual authorized to determine and recommend a protective action to offsite authorities. 2.1.5 Remain aware of the reading on the Control Room Area Radiation Monitor (RM-IRM-213) and obtain appropriate airborne radioactivity samples. 2.1.6 Based on the survey results, reclassify. the emergency as appropriate per EPP/I-1. Offsite authorities must be notified of any reclassification. 2.2 Radioactive Release to the Ohio River. 2.2.1 Liquid releases to the Ohio River are not identified as initiating events for a Site Area Emergency since it is unlikely to have offsite doses in excess of 170 mrem (any organ) due to the release. A liquid release could occur concurrent with the events which initiate the Site Area emergency. Corrective actions and asssessment measures for liquid releases are provided 'in Section E 2.1 of EPP/I-3. 2.3 Miscellaneous Initiating Events 2.3.1 Fire / Explosion per EPP/IP-8.1, " Fires in Controlled Areas", and Chapter 56B of the Beaver Valley Power Station Operating Manual. 2.3.2 Tornado / Earthquake / Storms / Flooding per Chapter 53 BVPS Operating Manual. The code word also provides verification. , 3.2 Relay the information on the Follow-up Notification Form, Attachment 3 and record caller's name in space provided on Emergency Notification Call-List. i 3.3 Ensure all agencies initially contacted perform the verifications call.
