PSB REVIEW 0F DRAFT SAFETY EVALUATION REPORT RESPONSE TO OPEN ITEM 47 ON REACTOR COOLANT SYSTEM VENTS.FOR
.SHEARCN HARRIS UNITS 1 AND 2 - DOCKET NOS. 50-400 AND 50-401 In response to your request for PSB review and approval of the above subject reactor coolant hfgh point vent system PSB has reviewed the draft SER response to open item 47 and also solicited and subsequently reviewed additional information furnished by the applicant for items pertinent to vent valve power supply sources and its system redundancies.
The vent paths from the reactor vessel head and the pressurizer are designed to provide venting capability to the pressurizer relief tank and the contain-ment atmosphere through the control of various solenoid operated valves.

The valves and their power supplies are arranged to provide redundancy in both venting and vent isolation modes. Power to the valves is provided by two independent emergency power trains which ensure reactor coolant vent system venting and vent isolation capability for single failure of an eeergency power train. Valve control and positive indication of each valve is provided in the control room.
Valves are designed to fail in the closed i
position under loss of power. No single inadvertent actuation of any valve can cause accident 31 venting, since u:tuations of two valves are required to vent.
The proposed design described above conforms with the criteria outlined in

NUREG-0737 Item II.B.1 clarification pertaining to electrical power supplies to vent valves and is, therefore, acceptable. This action completes PSB's review of the relevant portions of the above SER response.
