Operating License Review Status of Review:
Safety Evaluation Complete On November 17,' 1982, the Chemical Engineering Branch submitted a Dra't Safety Evaluation.
In the DSER, we concluded that Sections 6.1.1, 6.i.2,
- 6. 5. 2, 9.1.2, 9.1 4, 9.3.2. A. 9. 3.4. 10. 3. 5, 10.4. 6, and 10.4.8 were acceptable.
Section 9.3.2.B, Post-Accident Sampling System, partially v t the guidelines of Item II.B.3 in NUREG-0737.
We recommended that the license be conditioned for completion of the review of the remaining II.B.3 items.
~By letters dated May 23 and June 30, 1983, the applicant provided additional information on the Post-Accident Sampling System.
However, the information in these two submittals do not change our conclusions in the DSER.
Accordingly, the contents of the DSER should be used for the SER.
Attached is the proposed license condition.

Prior to exceeding 5% power operation, Carolina Power & Light Company shall have installed and operational the Post-Accident Sampling System.
1 Prior to 5% power operation, t,he applicant:
(1) shall submit for NRC approval a core damage assessment procedure which incorporates, as a minimum, hydrogen levels, reactor coolant system pressure, core exit l
thermocouple temperatures and containment radiation levels in addition to r.adionuclide data; (2) shall demonstrate applicab.ility of procedures and, instrumentation'in ths pos,t-accident water chemistry and radiation l
