P OYSTER CREEK NUCLEAR GENERATING STATION PROVISIONAL OPERATING LICENSE NO. DPR-16 DOCKET N0. 50-219 TECHNICAL SPECIFICATION CRANCE REQUEST NO. 103 Applic^ ant hereby requests the Commission to change Appendix A to the above captioned license as follows:

1. Section to le changed:

Section 3.5.B

2. Extent of change:

Provide specification 3.5.B.I.1 which states action to be taken when secondary containment integrity is not maintained. Also, specification 3.5.B.1.d has been modified in order to clarify its intent.

3. Changes requested:

Per the attached Technical Specification pages 3.5-3a, 3.5-3b, 3.5-4 and 3.5-7.

4. Discussion:

The existing specifications do not address what actions are to be taken upon the loss of secondary containment integrity. The inclusion of actions to mitigate the loss of secondary containment will enhance the safety of the I plant.

1 Specification 3.5.B.I.d is not a condition that must be fulfilled in order that secondary containment need not be maintained. Clarifying the intent of this specification better defines its acceptable limits thereby ensuring the protection of the health and sarety of the public. ,

1. Section to be changed:

Section 3.5.B

2. Extent of change:

Provide specification 3.5.B.1.1 which states action to be taken when secondary containment integrity is not maintained. Also, specification 3.5.B.1.d has been modified in order to clarify its intent.

3. Changes requested:

Per the 3.5-7. attached Technical Specification pages 3.5-3a, 3.5-3b, 3.5-4 and

4. Discussion:

The existing specific _ations do not address what actions are to be taken upon the loss of secondary containment integrity. The inclusion of actions to mitigate the loss of secondary containment will enchance the safety of the plant.

Specification 3.5.B.1.d is a condition that must be fulfilled in order that secondary containment need not be maintained. Clarifying the intent of this specification better defines its acceptable limits thereby ensuring the protection of the health and safety of the public.

I When secondary containment inte;;rity is not maintained, the additional restrictions on operation and maintenance give assurance that the probability of inadvertent releases of radioactive material will be minimized.

5. Determination:

We have determined that the subject change request involves no significant hazards in that operation of the Oyster Creek Nuclear Generating Request Station No. 103 in not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or

2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or

3) Involve a significant reduction in a margin of safety.
