Oyster Creek Nuclear Generating Station l

Docket No. 50-219 Technical Specification Change Request No. 103 In accordance with 10 CFR 50.59, 10 CFR 50.90 and 10 CFR 50.91, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to Appendix A of that license.

The subject Technical Specification Change Request revises section 3.5.B to include action statements applicable to the loss of secondary containment integrity.

In addition, specification 3.5.B.1.d has been modified in arder to clarify its intent.

The Technical Specification Change Request has been reviewed and approved by the Plant Operations Review Committee and the Independent Safety Review Group in accordance vith Section 6.5 of the Oyster Creek Technical Specifications.

Pursuant to 10 CFR 50.91 (b) (1), a copy of this Technical Specification Change Request has been sent to the State of New Jersey Department of Environmental Protection.

In addition, we have determined that this submittal is Class III per 10 CFR 170.22 and have encloe2d a check for $4,000 pursuant to that section.
