Pursuant to 10 CFR 50.90, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear I Generating Station (OCNGS), Facility Operating License No. DPR-16, requests a change to that license.  ;

The proposed revision of the submittal date for the Annual Exposure Data Report brings Oyster  ;

Creek into conformance with 10 CFR 20.2206 and relaxes an overly restrictive administrative requirement.

This change request has been resiewed in accordance with Section 6.5 of the OCNGS Technical Specifications, and using the standards in 10 CFR 50.92 we have concluded that this proposed change does not constitute a significant hazards consideration.

Applicant hereby requests the Commission to change Facility Operating License No. DPR-16 as discussed below, and pursuant to 10 CFR 50.91, an analysis concerning the determination of no significant hazards consideration is also presented

1.0 SECTION TO BE CHANGED

6.9 Reporting Requirements 2.0 EXTENT OF CHANGE This proposed Technical Specification Change Request reflects the requirements of 10 CFR 2206 (c) which requires the licensee to submit the Annual Exposum Data Report covering the previous year, on or before April 30 of each year.

3.0 CHANGES REOUESTED

'1 As delineated on the attached revised Technical Specification page: 6-13.

4.0 DISCUSSION The proposed revision of the submittal date for the Annual Exposure Data Report brings Oyster Creek into conformance with 10 CFR 20.2206 and relaxes an overly restrictive administrative requirement. This change has no effect on facility operations and clearly is in keeping with the regulation.

i 5.0 DETERMINATION 4

GPU Nuclear has determined that operation of the Oyster Creek Nuclear Generating Station in accordance with the proposed Technical Specification does not involve a sigmficant hazard. The changes do not:

1. Involve a significant increase in the orobability or the consequence of an accident

previously evaluM This change is administrative in nature and has no effect on the operation of the plant. This change will not increase the probability or consequence of an accident previously evaluated.

2. Create the oossibility of a new or different kind of accident from any previously evaluated.

Operation of the facility in accordance with this proposed change will not create the possibility for an accident or malfunction of a different type from any accident -

previously evaluated. The proposed amendment does not modify any system (component) operation or maintenance activity. The facility will continue to be operated within the limits of existing accident analysis and margins of safety.

3. Involve a significant reduction in a margin of safety.

This change brings the submittal date for the Annual Exposure Data Report into confonnance with 10 CFR 20.22% and relaxes an overly restrictive administrative requirement. Since the proposed change does not alter any system hardware or design basis, the margin of safety is not reduced.

6.0 IMPLEMENTATION We request that the amendment authorizing this change become effective upon issuance.
