The Ikensec may make changes to the approved fire protection program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

(4) The licensee shall fully implement and maintain in effxt all provisions of the Commission-approved physical secunty, guard training and qualification, and safeguards contingency plans, including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority _of 10 CFR 50.90 and 10 CFR 50.34(p). The plans, which contain Screguards Information protected under 10 CFR 73.21, are entitled: " Oyster Creek Security Plan," with revisions submitted through July 16,1997; " Oyster Creek Security Training and Qualification Plan," with revisions submitted through September 13,1994; and " Oyster Creek Security Contingency Plan," with revisions submitted through May 11,1994. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therei1.

(5) Inspections liy a method acceptable to the NRC, of all accessible surfaces and welds of both coic spray spargers and repair assemblies at least once per 24 months, will be perfonned so that meaningful comparisons of any indications with previous inspections can be made. Results of the inspections, along with an evaluation of the safety significance of any new or progressing indications, will be provided to the Commission's staff for review. Authorization will be obtained from the Commission's staff before the plant is restarted from each refueling cutage. Should the staff determine that new cracks or further progression of existing cracks has occurred, resulting in unacceptable degradation of safety margins, the sparger will be replaced before restart.

(6) Lone Ranoe Plannine Pronram The evised " Plan for the leng-Range Planning Program for the Oyster Creek Nuclear Generating Stati on" (the Plan) submitted by GPUN letter C321-94-2140 dated September 26,1994, is approved,
