Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No.

This application requests that the Davis-Basse Nuclear Power Station Unit 1 Technical Specifications, Appendix A and B, be revised to reflect the changes attached. The proposed changes involve:

The attachments identify the proposed changes and its safety evaluation l
aad significant hazard considerations.
Item I concerns a change to include a special leak rate requirement for the Containment Purge and Exhaust Isolation valves. The test will be performed each time when the q
valves are opened, if the valves have tot been tested during the last six months. This test will be performed in addition to the existing combined g,
and local leakage rate testing.
Item 2 concerns changes relating to the
\\fg incore detector instrumentation system used for calculation of the hot channel ~ factors.

Item 4 corrects a typographical error for the containment isolation valves in penetration #74B.
Item 5 provides for a shutdown of the unit, if required, due to equipment inoperability that places the plant both outside the Limiting Condition for Operation and the applicable Action Statement.
Item 6 relates to Radiological Effluent Technical Specifications concerning the source check requirement prior to using thy containment purge vent system.
This amendment request invs1ves three Class III, one Class II and revisions to two previous submittals. Therefore, it is determined to be a Class IV request and enclosed is a check for $12,300 as requested per 10CFR170.22.
