7590-01 UtilTED STATES NUCLEAR REGULATORY COM'4ISSION DOCKET NOS. 50-282 AND 50-306 NORTHERN STATES POWER COMPANY NOTICE OF ISSUANCE OF AMEtiDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 62 to Facility Operating License No. DPR-42, and Anendnent No. 56 to Facility Operating License No. DPR-60 issued to Northern States Power Company (the licensee), which revised Tech-nical Specifications for operation of Prairie Island Nuclear Generating Plant, Unit Nos. 1 and 2 (the facilities) located in Goodhue County, Minnesota. The amendments are effective as of the date of issu'ance.

These amendments revise the common Technical Specifications (TS) for the Prairie Island Nuclear Generating Plant Unit Nos. 1 and 2 as a result of our review of the TS for compliance with the requirements' of Appendix J to 10 CFR Part 50. Other changes include provisions for reducing the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> containment leak rate test period, deletions of obsolete leak testing requirements of the shield and auxiliary buildings (TS 4.4.A.3) and increasing the allowable leakage rate for the overall airlock door tests (TS 4.4. A.5.c).

The application for the amendments conplies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Conmission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.
