NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES i

j The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendmer.t Nos. 32 and 26 to Facility Operating License Nos.

DPR-42 and DPR-60, issued to the Northern States Power Company (the licensee), which revised Technical Specifications for operation c' Unit Nos. I and 2 of the Prairie Island Nuclear Generating Plant (the facilities) located in Goodhue County, ttinnesota. The amend-ments are ef fective as of their date of issuance.

These amendments change the Technical Specifications that l

relate to the pressurizer heatup rate, the reactor vessel pressure-temperature operating limits, and the part length rods.

i The application for amendments complies with the standards and i

requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license i

t amencments. Prior public notice of these amencments was not required since the anendments do not involve a significant hazards consideration.

m 7590-01 The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amencments.

For further cetails with respect to this action, see (1) the applications for amendments dated December 9,1977 and September 8, 1973, (2) Amencment Nos. 32 and 26 to License Nos. DPR 42 and DPR-60, respectively, and (3) the Ccemission's related Safety Evaluation. All of these items are available for public inspection at the Ccmmission's Public Document Room,1717 H Street, N.W., Washington, D. C., and at the Environmental Conservation Library of the Minneapolis Public Library, 300 Nicollet Mall, Minneapolis, Minnesota 55401. A single copy of items (2) and (3) may be obtained upon request addressed to the U. S.
