, UNITED STATES NUCLEAR REGULATORY COMP'ISSION DOCKET NOS. 50-282 AND 50-306 NORTHERN STATES POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY UFtMA1INiz LICENdt The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment Nos. 44 and 38 to Facility Operating License Nos.

DPR 42 and DPR-60 issued to the Northern States Power Cogany (the licensee), which revised Technical Specifications for operation of Unit Nos. I and 2 of the Prairie Island Nuclear Generating Plant (the facilities) located in Goodhue County, Minnesota. The amendments are effective as of the date of issuance.

The amendments revise the Technical Specifications with respect to the current logic for actuation of safety injection and with respect to control rod and power distribution limits.

l The application for the amendments co@ lies with the standards and requirements of the Atomic Energy Act o' 1954, as amended (the Act), and the Commission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's l

l rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments. Prior puolic notice of these amendments was not required since the amendments do not involve a significant hazards l

consideration.

The Comission has determined that the issuance of these amendrients will not result in any significant environmental igact and that pursuant to 10 CFR j51.5(d)(4) an environmental igact statement or negative declaration and environmental i@act appraisal need not be prepared in connection with issuance of these ameldments.

For further details with respect to this action, see (1) the application for amendments dated May 6,1980 as supplemented Septer2er 19 and December 2, 1980, (2) Amendment Nos. 44 and 38 to License Nos. OPR-42 and DPR-60 respectively, and (3) the Comission's related Safety Evaluation.
