t DOCKETS NOS. 50-282 AND 50-306 FORTHERN STaits POWER COMPANY N01 t OF ISSUANCE OF AMENDMENTS TO FACILITY DPIRATl"; LICENSES AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 42 to Facility Operating License No. DPR-42, and Amendment No. 36 to Facility Operating License No. DPR-60 issued to Northern States Power Company (the licensee), which revised Technical Specifications for operation of Frairie Island Nuclear Generating Plant, Units Nos. I and 2 (the facilities) located in Goodhue County, Minnesota. The amendments are effective as of the date of issuance.
The amencments permit the addition of a special cnlorination program for the circulating water system which is necessary to des *-av the parasitic amoeba discovered in this system.
The apr.lication for the amendnents :orplies with tne standards and require-rents of the Atomic Energy Act of 1954, as amended (the Act), and the Concission's r u '. e : and regulations. The Connission has made apcropriate findirgs as required oy tne Act and the Commission's rules and regulations in 10 CFR Chapter I, wnich are set forth in the license amendments.
Prior public notice of these amend-rents was not required since the amendments do not involve a significant hazards cons idera tion.
Tne Commission has prepared an Environmental Impact Appra.isal for the revised Technical Specifications and has concluded that an environmental impact staterent for this particular action is not warranted because there will be no environmental impact attributable to the action other than that which has al eady been predicted and described in the Commission's Final Environmental St!terent for the facility dated May 1973.
