Nuclear Regulatory Com.nission (the Conmission) has i ssued Amendment Nos. 38 and 32 to Facility Operating License Nos.

UPR-42 and DPR-60, issued to the Northerr: Sta tes Power Company ( the licensee), which revised Technical Specifications for operation of Unit IJos. I and 2 of the Prairie Island Nuclear Generating Plant (the facilities) located in Goodhue County, Minnesota.

The amendments are effective as of their date of issuance.

These amendments incorporate new definitions, limiting conditions for operation and surveillance requirements associated with the reactor cooling system overpressure protection system.

The applicaticn for tha amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the anendments do not involve a significant hazards consideration.

The Commission has determined that the issuance of these amendments will not result in any significant environmental inpact and that pursuant to 10 CFR 551.S(d)(4) an environmental impact statement or negative declaration and environmental impact appra;;al need not be prepared in connection with issuance of these ame.1daents.

For further details with respect to this action, see (1) the application for amendments dated August 4, 1978, (2) Amendment flos. 38 and 32 to License flos. DPR-42 and OPR-60, respectively and (3) the Conmission's related Safety Evaluation.

All of these items are available for public inspection at the Commission's Public Document Room,1717 H 'treet, N.W., Washington, D. C. and at the Environmental Conservation Library of the Minneapolis Public Library, 300 tJicollet Mall, Minneapolis, Minnesota 55401.
