7590-01 UtiITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-282 AND 50-306 NORTHERN STATES POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENTS T0' FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (tne Commission) has issued Amendment No. 49 to Facility Operating License No. OPR-42, and Amendment No. 43 to Facility Operating License No. OPR-60 issued to Northern States Power Company (the licensee), which revised Tech-nical Specifications for operation of Prairie Island Nuclear Generating Plaat, Unit Nos.1 and 2 fthe f'acilities) located in Goodhue Cour.ty,

Minnesota. The amendmdnts are effective as o'f the date of issuance.

The amendments revise technical specifications to incorporate additional requirements related to:

protection from degraded grid voltage conditions, emergency charcoal filter systems, containment fan coolers, residual heat removal sytems, diesel generator surveillance, shock suppressors, miscellaneous corrections, organizational changes, clarification of the tem operability, control rod position indication systems and fire protection systems. The amendments also provide administrative corrections of Section 3.1 and 4.1 of the Technical Specifications and an adminstrative correction of the wording of license paragraph 2.C.(3), Physical Protection.

The applications for the amendments comply with the standards and regtti*ements of the Atomic Energy Act of 195 +, as amended (the Act), and the Commission's rules and regulations. The Commission has kD hCK05000ggy-407 810728 p

7590-01 made appropriate findings as required by the Act and the Commission's rules and regt.laticns in 10 CFR Chapter I, which are set forth in the license amendments. Prior public notice of these amendments was not required since the amendrrents do not involve a significant hazards consideration.

The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in conaection..with issuance of these amendments..

For further details with respect to this action, see (1) the application for amendments dated February 20, 1980, May 16, 1980 and July 31, 1980, (2) Amen:tnent Nos. 49 and 43 to License Nos. OPR-42 and DPR-60, and (3) the Commission's related Safety Evaluation.
